SETDA COMMENDS THE ANNOUNCEMENT OF THE
FCC’S NEWLY PROPOSED CYBERSECURITY INITIATIVE

July 12, 2023 (Washington, D.C.) – Federal Communications Commission Chairwoman Jessica Rosenworcel announced today a proposed $200M, three-year pilot program similar to E-Rate intended to enhance cybersecurity efforts in our nation’s public schools and libraries.

SETDA commends FCC Chairwoman Rosenworcel for her decision and commitment to improve and bolster cybersecurity measures for schools and libraries. The increasing frequency and sophistication of cyberattacks targeting K-12 educational institutions demand proactive steps to safeguard confidential data and protect school networks from potential harm. Such attacks not only disrupt critical operations but also jeopardize the safety and privacy of students and staff.

We support Chairwoman Rosenworcel’s proposal to create a pilot program that will invest in cybersecurity services for eligible K-12 schools and libraries—especially those located in high-poverty and rural communities. Collaboration with federal agency partners experienced in this field will provide valuable expertise and guidance.

We appreciate Chairwoman Rosenworcel’s emphasis on establishing the pilot program within the Universal Service Fund, separate from the E-Rate program. This approach will help to inform long-term modernization of E-Rate to promote digital equity. It is vital to strike a balance between enhanced cybersecurity measures and the goal of providing equal access to digital resources for all students.

“Cybersecurity was the top priority in our 2022 State EdTech Trends report and we expect it to be there again in this year’s report, scheduled to be released in September,” said Julia Fallon, Executive Director of SETDA. “SETDA remains committed to promoting cybersecurity awareness and advocating for robust measures to protect K-12 schools. We extend our appreciation to Chairwoman Rosenworcel and the FCC for their long-standing efforts in this critical area.”

We encourage all stakeholders, including educational institutions, parents and guardians, and cybersecurity experts, to provide their valuable insights during the upcoming rulemaking process.
