SETDA and CoSN Urge Congress to Strengthen and Modernize E-Rate in Joint USF Comments

WASHINGTON, D.C. (September 15, 2025)SETDA and the Consortium for School Networking (CoSN) today submitted joint comments to the bipartisan Universal Service Fund (USF) Working Group, urging Congress to preserve and modernize the E-Rate program as part of USF reform.

Since its creation in 1996, E-Rate has been one of the nation’s most successful federal broadband initiatives, connecting nearly every school and library in America and closing critical digital access gaps. Both organizations emphasized that broadband is the foundation for digital learning and for the effective and equitable use of emerging technologies—including artificial intelligence (AI)—in education.

Keith Krueger, CEO of CoSN, said:

“For nearly 30 years, E-Rate has been the backbone of digital equity in our schools and libraries. As Congress considers the future of the Universal Service Fund, we urge policymakers to sustain and modernize this critical program so that students and educators can safely learn anywhere, anytime in a connected world.”

The joint filing also highlights the importance of addressing cybersecurity risks, expanding support for home connectivity, and ensuring the long-term financial sustainability of the USF. SETDA and CoSN expressed their commitment to working in partnership with the bipartisan USF Working Group to deliver equitable, secure, and future-ready connectivity for all learners.
