The key questions and strategies mentioned in the lists above span all types of partnerships regardless of the size, scope, or entities involved. The work group identified several case studies that illustrate some of the partnership configurations that show real experiences and efforts. Case studies provide a starting point for investigations and discussions that will lead states to examine and critique existing relationships and hopefully, to avoid pitfalls and problems shared by others who have undertaken partnering efforts before. The premise of the case studies, when linked with the strategies and key questions matrix, is to provide concrete tools to assist state leaders in building partnerships.
Ensuring State Initiatives Use Technology to Enhance Their Programs
New Mexico's Technology Office has successfully partnered with their Reading First Office to ensure that technology is being used effectively in the state's high-profile initiative to assure students read well by the end of grade three. In the late 1980s and early 1990s, the Florida Department of Education (FLDOE) initiated several public/private partnerships that involved the development of instructional materials. In every case, the FLDOE provided funds to cover part of the development costs, usually around half of the total required. In return, Florida schools received a discount on the cost of the product and, when the product was sold to schools outside the state, Florida received royalties from the sales.
