How can state's RFP and programs be designed to best enable scientifically based research that will yield valid and educationally useful results? Additionally, how can SEAs guide and support LEAs in conducting their own SBR?
Also consider providing a proposed list of technology tools, such as productivity tools or curriculum-based electronic learning resources that will be used within each project that are clearly linked to desired outcomes. If this is not included in the RFP, call for a listing of the tools that will be used and the evidence that these tools are aligned with and support desired outcomes.
Call for a clear description of all aspects of the intervention (i.e., the hardware, electronic learning resources, professional development, technical support, evaluation,) that will be used to accomplish the desired outcomes and the research theory behind this intervention.
Examine the descriptions to ensure that the plan is consistent with the desired outcomes and the research upon which the intervention is based.
Have the RFP structure deployed within the context of a system of technical assistance and support that provides the LEAs with the appropriate reference points and resources so they understand where their work fits in and so that they maintain the appropriate focus.
Consider collecting data which includes when professional development is provided, how long it is between professional development and implementation, and time between implementation and support.
Collect data on whether teachers have access to the technology tools that were used in the professional development. Consider collecting data on the qualifications of the trainers.
