Characteristics and Recommendations for Process in Developing the NETP
The process for developing an NETP should encourage widespread public participation. All levels of educators and representatives from both the public and private sectors must be involved in developing policies and strategies that contribute to the achievement of national and state-level educational goals. The NETP should identify the incentives that will encourage states and local school districts to create new partnerships and pioneering ventures. The NETP should also identify the barriers and regulatory restrictions that inhibit wider uses of technologies and telecommunications services that support formal (K-20) education and continuous learning opportunities for all Americans. The following is a preliminary list of strategic planning goals for the NETP that will facilitate widespread public interest and support.
The NETP should have the following characteristics:
- Be less of a technology plan and more of a business plan for education;
- Advocate for a transformed culture of education that includes specific strategies/strands;
- Be user friendly so that different audiences including parents, teachers, business, policy makers and students will understand the plan and can work toward its effective implementation;
- Be produced in a manner that provides access to the plan electronically and in multiple contexts.
The process for writing the NETP should include:
- Collaboration with libraries;
- Convening all impacted education groups to a central point of conversation prior to drafting the plan; i.e., educational technology, math, arts, and administration;
- Inclusion of an evaluation and timeline process for the NETP;
- Inclusion of an annual evaluation by stakeholders of the NETP;
- Student involvement in the process of writing the NETP;
- Development of a marketing plan that includes an action plan for marketing outside of the "tech" groups;
- Analysis of state plans to provide input to the NETP;
- Ongoing and constant Web-based updates during plan development and implementation.
